Palestinian Campaign for the Academic and Cultural Boycott of Israel (PACBI)

PACBI - Youth Brochure

http://www.mideastweb.org/PACBI_youth_boycott_arabic.htm.

The Palestinian Campaign for the Academic and Cultural Boycott of Israel [PACBI] organization  masquerades as a humanitarian group seeking redress of human rights violations. They appear and argue their case against Israeli "racism" and "apartheid Israel" at union meetings, church groups and university gatherings. PACBI is supposedly a coalition of organizations, but no organizations are listed. It is unclear who funds this group, but the trail seems to run through the Socialist Workers Party.

This page includes the entire content of the Arabic document "pacbi.org/Youth-Brochure.doc" from the PACBI Web site, with an English language translation. It is a "brochure" targeting high school and university" youth regarding dialogue. Essentially, it says that dialogue is a sham, and it attempts to discredit dialogue and wreck chances for cooperation and understanding.

Their  Web site is apparently not visible currently in USA or Europe. There, they have placed "resources" that reveal that they are not a peace or human rights group at all. Rather, their aim is destruction of Israel. They caution Palestinian groups not to have anything to do with any cooperative projects or dialogue groups that are just intended for improving relations between peoples, and to shun groups that are not intent on destruction of Israel, euphemized as helping to "solve the Palestinian problem in the broadest sense." Their three resource pages  are in Arabic. The main page, that is in English, only hints at the nature of their "Program.

Details of their program, in English, are given in a flowchart translated from their Web site, here: A program for wrecking Israeli-Palestinian Dialog.

If you are a Palestinian group approached by PACBI, be aware of their program and its intent.

If you are a church or union or university group approached by the The Palestinian Campaign for the Academic and Cultural Boycott of Israel or by any group associated with them, ask them what their program is for Middle East Peace. Ask them if they support a national state for the Arabs of Palestine and a national state for the Jews as well.

If you are an Israeli group, approached by a Palestinian group that seeks cooperation, make certain that they are not following the "guidelines" of the  Palestinian Campaign for the Academic and Cultural Boycott of Israel.

Following is the entire document in Arabic, with a draft translation of most of the document. Highlights:

  • Seeds of Peace is a dangerous organization, according to the PACBI humanitarians.

  • Those who run dialogue and cooperative ventures are traitors who live on crumbs thrown to them by the Europeans and Americans.

  • Dialogue is a sham, based on the premise that there are misunderstandings between the sides. The real problem is that the Zionists stole the land of the Arabs.

  • Israel is a European implant in Arab soil.

  • Dialogue groups do not fight for Palestinian rights, including right of return.

  • All forms of "resistance" (including terrorism) are legitimate under international law, though "many Palestinians" oppose killing of civilians.

The document provides a one-sided and inaccurate account of history. It claims that there was no Palestinian terrorism before the Baruch Goldstein massacre. Ignoring the Maalot massacre, hi-jackings of airplanes and the Munich Olympics massacre, it claims that Palestinian resistance is nonviolent. It insists that the root of the conflict is racist Zionist expansionism. Ironically, it also insists that claims that Palestinian educational materials are biased and inciteful are "propaganda." This document is used by this supposedly humanitarian and enlightened organization for "educating" Palestinian youth.

Why must we boycott "peacemakers"?

Why must we boycott "peacemakers"?

Directed campaign for the Palestinian academic and cultural boycott of Israel *

Translation copyright 2007 by MidEastweb for Coexistence http://www.mideastweb.org

http://www.mideastweb.org/PACBI_youth_boycott_Arabic.htm.

We address you, the youth of Palestine, female and male, to dialogue with you on the negative dimensions of the meetings and conferences seeking to normalize relations with Israel. In our dialogue with you, we are convinced that the participants in the different normalization projects, (the most dangerous of them is "Seeds of Peace")  were participating because of their belief that their work serves the Palestinian cause and contributes to the march of freedom for their people. Here we are trying to raise some questions that may not receive enough attention when taking the decision to participate in such projects.

For nearly a decade the Palestinian arena is filled with various forms of "peacemakers". Peacemakers refers to several Palestinian organizations, or Israeli-Palestinian ones, seeking to hold seminars and conferences and meetings, mostly abroad, between young Palestinians and Israelis. Many states and the European institutions and America stand behind those activities through encouragement and political and financial support.

Those activities are aimed at the youth category (young men and women) of different age groups focusing on the secondary and university levels. Despite the differences between the visions of states and supporting institutions such activities are often based on stands of nations and institutions regarding some key points, such as :

1 - That those nations and institutions take a "neutral" view of the conflict and do not support any of the demands of the conflicting parties (Israeli or Palestinian / Arab).

2 - That the conflicting parties themselves, through dialogue "civilized" and understanding, are to find a solution acceptable to both sides of the conflict.

3 - The role of the third party providing meeting space, whether European or American, is to create a climate and an appropriate atmosphere for the dialogue away from the smoke of conflict and violence.

4-External parties contribute, through the dissemination of the culture of dialogue and recognition of the other, to disseminating the culture of democracy needed by the Middle East more than other regions of the world.

The previous tenets are deceptive and are false hypocrisies.  Why?

1 - Because they ignore all the decisions of the United Nations and the institutions and doctrines of International Justice, which oblige the State of Israel, as occupier, be applied, particularly concerning the termination of aggression, occupation and the rights of the Palestinian people inalienable rights, particularly the right of Palestinian refugees to return to homes from which they were expelled by force.

2 - Because the external parties here, European or American, thus shirk their responsibilities in maintaining peace and compel the aggressor (Israel) to apply of the resolutions of international legitimacy.

3-Because external parties sponsoring such activities also shirk from their historic responsibility in creating and perpetuating the Arab / Israeli conflict, as it is - especially the Britain-planted Jewish state in the Arab land, occupied by iron and fire.

4 - Because those external parties use the same double standard for the same forms of conflict and violence, the Iraqi example being the best proof of that,  using the terms of international legitimacy as a pretext for application of  decisions violence and aggression and compelling  Iraq to abide by them.

The vast majority of the "peace" industry  among young people, carried out by a group of traitors who live on bread crumbs thrown to them by the Europeans and Americans side for this purpose, is based on these basic premises. What are they?

1 - The Palestinian-Israeli conflict results from psychological barriers which will disappear when dealing with the other party and recognizing universality of humanity. Is this true?

No. Because the cause of the conflict is not psychological. Before the emergence of the Zionist movement in Palestine at the beginning of the twentieth century the Arabs and Jews lived in peace and security under the Ottoman state and there were no obstacles preventing the parties from mixing and live together on the same land. The evidence is that there were no massacres of the Jews [in Palestine and the Arab world], as occurred to them in the Holocaust in Europe.   The cause of the conflict, as accurately documented in the history books, is due to the history of the Zionist movement colonial settler traffic, which has uprooted the Palestinian people from their own land to [give it to Jews], as it simply replaced [the Arabs] with migrants from all regions of the world.

The Zionist movement is still working with the same approach to this day through the confiscation of Palestinian lands by force and the establishment of Jewish settlements, and any attempt to quell Palestinian resistance to this policy result in arrest, displacement and killing. The confiscation of land by force and the killing of Palestinians, demolition of their homes and of their trees and humiliation of the numerous military checkpoints ... are the factors that create real barriers between the two sides.

2-It is often said that the majority of Israelis support peace and that the settlers are a minority in Israeli society, and the vast majority of Israelis support the withdrawal from the Palestinian territories occupied in 1967 and return to inside Israel. Is this true?

No. Because the forms of Israeli suppression depend not only on the extremist minority in Israeli society, but on the government and the Israeli army,  Most Israeli youth serve in the army through mandatory annual service in the reserve forces. As such activities are based on ideological Zionist racist uprooting [of Palestinians]  settlement, and based on the right of Jews to live in an exclusive Jewish state, leading to the oppression of the Palestinians, not only in the occupied territories in 1967, but also residents within the 1948 areas.

3 - It is also said that the barriers between the sides are a small fraction of the fanatic groups (primarily religious) among the two parties who use violence and terrorism language in dialogue instead of understanding and negotiation, and that the vast majority of the two peoples are a silent majority living in an atmosphere of fear and terror and not  allowed by the extremist groups to express itself freely. Is this true?

No. Because the vast majority of Palestinians believes that it has the right to resist the occupation, and because what is referred to "violence and terrorism" in the language of Israeli and Zionist propaganda is with regard to all forms of Palestinian resistance to Israeli attacks and policies including the peaceful resistance, such as institution building and demonstrations and sit-ins . The peaceful resistance, for example, was the basic format used by the Palestinians to resist the Israeli occupation of the territories of the West Bank and Gaza after 1967, although it was also  described as terrorist activities at the time...

4-It is said that education curricula and the media, especially the Arab party, played a key role in the entrenchment of the fear and terror through this glorification of a "culture of death" and venerating the "terrorists" as martyrs. Is this true?

No. Because the so-called "barriers" between the two peoples were not the product of the education curricula and means of propaganda, but were the result of the retirement reality for the Palestinians, where the Zionist movement and the State of Israel did not stop  for one day and massacred and uprooted them and confiscated their land. And because the vast majority of Palestinians were forcibly deprived of the knowledge of history through school curricula, those curricula being subject to the interpretation of the Zionists inside Israel or subjected to Israeli military control in the occupied territories. The same applies to the mass media. Now, as witnessed by many specialists, the Palestinian curriculum is increasingly under scrutiny and study of world parliaments to ensure that they are free of all calls for "violence" and they examine the curriculum and find it free of any evidence to support the  Zionist allegations.

As for the "culture of violence" and "venerating martyrs," the forms of violent resistance, and often described in the Israeli and Western media as barbarism and [meaning unclear]  (especially commando operations and demolishing civilian buses), which started specifically in the month of April 1994 will be forgotten or overlooked is that it came in response to the massacre by Jewish settler Baruch Goldstein in Hebron in 26/2/1994, when he opened fire on worshipers inside the Ibrahimi Mosque, killing more than thirty Palestinian civilians in the course of dawn prayers.

Although many Palestinians reject the targeting of civilians or the killing of children, the Israeli Army is daily killing  Palestinian civilians and the targeting of children and homes. What is ignored here is that the resistance in all its forms is a legitimate right of all occupied peoples ensured by all international law, including international human rights.

5-[People] submit several other justifications to participate in the joint meetings, the most important is  that participation in those meetings was a contribution to the national struggle, They can educate the other side regarding our reality and our most important - that these meetings are an opportunity to explain our political point of o the other party, though Israel often wins something[## not clear what it said] - our participation with the Israelis will be a bridge for us to world public opinion that favors Israel, Thus, the opportunity for us to reach the West. The reasons for the perpetuation of the cycle of fear and terror is are because of the denial the existence of each other and ignorance of each party by the other, and that the meeting between the parties breaks this vicious circle, and it would also encourage the Israeli peace forces to act as political influences in society. Is this true?

No. These assumptions are wrong, or at least inaccurate, for the following reasons:

 (1) Because the vast majority of Israeli youth participate in mandatory service in the occupation army, and therefore know the reality closely, and are often involved in the crimes committed by the occupation army. They do not need information from us, because they get it from field experiences as occupiers and the many sources of information available to them.

 (2) We are not in the dock, and must not be dragged to respond to the accusation of racism (we are all terrorists!) . Israel is the aggressor and thus the Israelis are required to prove to us, the victims of colonization and expansionism that they are ready to oppose their persecution of us and the army.

 (3) Through many experiences, we demonstrated that we can access world public opinion and convince it of the justness of our cause if [meaning unclear]  We do not need any intermediary to build bridges with the West, particularly if the mediator originally belongs to the community, which is in accord with us.

(4) The best that can be done by progressive Israelis in solidarity with us is to work within the community to combat racial-colonial project, which is dominated by, there is the most important influence in meeting with us in European capitals.

(5) The insistence of Israeli institutions to set up joint ventures with the Palestinians rather than face mental and colonial racism in society is usually motivated :

(a) Improve Israel's image before the world (as if to say "Look how an important part of Israeli society is doing a noble work to support the Palestinians!")

(b) Drag the Palestinians into some logistical struggle to improve the occupation and other forms of persecution, instead of resistance with a view to termination.

(c) Obtaining financial and political support from the Western rush to support normalization projects.

Some young men and women who accept such activities go sometimes motivated by the love of curiosity or to identify others in order to "persuade" them to the Palestinian point of view or for the purpose of tourism... Many of the participants in these activities sometimes go without knowing their history and the history of Zionism movement in relationship to their people, and because of the scarcity of teaching what actually happened (during the catastrophe of 1948, for example) in the Palestinian curriculum.

After all, must we participate in these meetings? Participation in such meetings, taking into account all the elements referred to previously considered, is a fig leaf to cover up the Israeli crimes committed daily against the Palestinian people under the gaze of the organizers of such meetings, and who often abstain from taking a stand or even the announcement of a position to maintain what they claim to be a neutral and objective platform ##residing in those meetings. That is because those are often highly publicized meetings, while nothing is said about the continued policy of building settlements and the confiscation of land and the killing of innocent people.

6-Does this mean that we must never deal or meet with any Israeli?

No. There are many areas of convergence with different groups of Israelis, but these must be based on the foundation of such meetings to resist the occupation and the other forms of Israeli oppression. We meet with young Israelis who refuse conscription in the Israeli army and refuse to kill Palestinians... We can meet any Israeli settlement policy and refuses to act to stop this policy in any way. All this has long been possible to clear position against the occupation whole, and without the requirement dropped, in return for our freedoms.

Finally, the role of youth organizations lies in activating the youth of the world in condemning the Zionist policies and detecting lies and fabrications  not to participate in the cover up and cosmetics, so that the State of Israel gains more time away from the eyes of the world, to complete the crimes committed against the Arab people in general and the Palestinian people in particular.
