Draft Israeli  Jewish-Arab Social Contract

Introduction

Ever since the State of Israel was established in May l948, equal rights were not shared by all its citizens. Arab-Israelis and other minorities did not enjoy equal rights for reasons not relevant to the joint future of all the citizens of the Jewish-democratic State of Israel.

The objective of this treaty is to find a common denominator for the future. Intentionally, we will not go into past problems and the motives that brought about these distortions - our purpose is to look to the future, and any delving in the past will not advance the future.

THE TREATY

1. We demand from the government of Israel full and equal rights to Arab-Israelis including the right to serve the country through a social framework that will not cause a social split between Arab-Israelis and the Arab neighbors.

2. It is agreed that all citizens reserve the right to demonstrate and express their discontent against the democratic state, or against any inciting elements as long as this is done only by words and not by violence.

In any case, firearms and stones shall not be used nor any other harmful means.

3. A commission will be set up to construct an Israeli ethos that befits a nation that wishes its citizens to live in social vitality. Heading the commission will be a Supreme Court Justice, an Arab judge, people from the academia and well-known and respected members of the public. The commission will present its recommendations to the public, will listen to the public's views, and will submit its recommendations to the Government of Israel within one year.

Long live the State of Israel - a Jewish democratic state

We call upon the public to support this treaty whose purpose is to solve the social problems of the Israeli Jewish-Arab society.

We, the undersigned declare:

1. The Palestinian State will be established within the 1967 borders, less 7% where over 75% of the settlers reside, which will be annexed to Israel. In-lieu of this 7%, Palestine will receive an alternative territory of 7% attached to the Gaza strip.

2. The State of Palestine will be disarmed of any heavy armaments. Warning stations under UN supervision will be set up on both sides of the border.

3. An Upper/Tunnel road in Palestinian sovereignty will be constructed joining the Gaza region with the Judea region.

4. Jerusalem - the Arab sectors will be under Palestinian sovereignty, the Jewish sectors will be under Israeli sovereignty. The Old City of Jerusalem: The Western Wall and the Jewish Quarter will be under Israeli sovereignty, El-Akza Mosque and the non- Jewish sectors will be under Palestinian sovereignty. Both sides agree that all matters concerning construction and excavations in the Old City will be executed after prior coordination and agreement of both sides. The holy places will be open to all denominations according to the procedures of the sovereignty in charge.

5. Israel will absorb 100,000 refugees over a period of 4 years. A fund with international financing will be set up to pay compensations to the balance of refugees.

6. On the signing of the peace agreement all Palestinian prisoners will be released from Israeli jails.

7. The sides will annul legislation that contradicts the spirit of peace. The education system will advocate for peace and mutual respect.

8. Both sides declare that the Palestinian-Israeli conflict has reached its conclusion, and no party will have any demands of the other.

We pray to the Creator to open the hearts of citizens, leaders, and the Jewish and Muslim world to support this agreement.
